Pakistan’s Soft Power in Uniform: Writing Somalia’s Military Playbook

Islamabad: Pakistan and Somalia have deepened their defence cooperation through a recent Memorandum of Understanding, under which Pakistani instructors will train Somali military personnel, from basic skills to specialised operations. While the agreement emphasizes technical assistance, maintenance, and capacity-building, analysts note its broader implications for influence and strategic alignment.

Somali officers attending Pakistan’s National Defence University and Command and Staff College are not only learning tactical and operational skills but are also absorbing Pakistan’s approach to military doctrine and strategic thinking. Beyond classrooms, Pakistan will assist in modernizing Somalia’s naval capabilities, providing technical expertise and maintenance support, creating dependence on Pakistani systems and knowledge.

Experts suggest that while the MoU offers Somalia critical skills and resources, it also subtly shapes the mindset and decision-making of future Somali military leaders. Pakistan gains prestige and influence in the Indian Ocean corridor, while Somalia must carefully balance foreign guidance with national sovereignty.

The arrangement underscores the growing role of military education as soft power, where mentorship can translate into long-term strategic influence.
