Lucknow: Under the ongoing “Sangathan Srijan Abhiyan” (Organisational Restructuring Campaign), the Congress party in Uttar Pradesh has signaled its clear intent for the 2027 Assembly elections. Speaking after a series of zonal-level workshops held over the past six days, AICC General Secretary and UP In-charge, Avinash Pandey, declared that this initiative is not just about forming executive bodies but about laying the foundation for a full-scale electoral battle in 2027.
He added that the Congress will independently contest the upcoming panchayat elections, treating them as a litmus test and a symbolic bugle for the 2027 Assembly polls.
The fourth review meeting of the campaign concluded today in Lucknow, following earlier zonal meetings in Meerut (Western Zone), Aligarh (Braj Zone), Jhansi (Bundelkhand Zone), Prayagraj (Prayag Zone), and Gorakhpur (Purvanchal Zone). On the occasion of Congress President and Rajya Sabha Leader of Opposition Mallikarjun Kharge’s birthday, a cake-cutting ceremony was held with senior leaders including Ajay Rai and Avinash Pandey extending their greetings.
Pandey emphasized that the campaign will touch all 75 districts in the state. The first phase, which began on March 23, 2025, aims to form booth-level committees by August 15, 2025. Despite challenging weather conditions, dedicated workers have been showing up in large numbers, indicating the increasing reach of Rahul Gandhi’s message across all strata of society.
UP Congress President and former minister Ajay Rai stated that public anger is rising against the incumbent government and that a political shift is inevitable. He stressed that the organisation being built through this campaign will form the bedrock of change in the state. “These trained grassroots workers will be the real changemakers in 2027,” he asserted.

Rai also announced state-wide protests on July 22, 2025, against power cuts, rising electricity prices, and the shortage of urea during the Kharif sowing season. Demonstrations will be held at all district, tehsil, and block headquarters, and memoranda will be submitted highlighting public grievances. “Our office bearers will act as people’s soldiers, fighting for their rights,” he said.
Notable attendees at the meeting included former MP P.L. Punia, A.P. Gautam, Ravi Prakash Verma, MLA Virendra Chaudhary, former minister Naseemuddin Siddiqui, former state president Yogesh Dixit, former vice president Dinesh Kumar Singh, former general secretary Anil Yadav, and State Congress Seva Dal chief Dr. Pramod Kumar Pandey.

A standout moment of dedication came from Lallan Maurya, block president of Palhna (Azamgarh), who met with an accident en route to the Gorakhpur meeting due to heavy rains. Though injured and hospitalized, his primary concern remained missing the meeting. Both Pandey and Rai visited him, touched by his unflinching commitment.
With this campaign gaining momentum and emotional investment from grassroots workers, the Congress appears to be scripting a new roadmap for revival in Uttar Pradesh.
