Lucknow : In a significant move towards inclusive education and social justice, the Yogi Adityanath-led Uttar Pradesh government has approved a financial package of ₹5.24 crore under the Samagra Shiksha Abhiyan to empower 26,215 divyang (differently-abled) girl students studying in government-run primary, upper primary, and composite schools.

Each eligible student will receive a monthly stipend of ₹200 for up to 10 months, with the funds being directly transferred to the bank accounts of parents or guardians through the Direct Benefit Transfer (DBT) system—ensuring complete transparency and elimination of middlemen.

Digital, Transparent, and Verified Implementation

The entire stipend disbursal and verification process will be conducted digitally through Prerna, Samarth, and PFMS (Public Financial Management System) portals. Only those girls who are enrolled in Classes 1 to 8 and possess a minimum 40% disability certificate issued by a competent medical board will be eligible.

A four-member district-level committee, chaired by the Basic Education Officer, has been constituted in each district to verify eligibility and prepare the final list of beneficiaries. The final records will be uploaded to the PFMS portal after complete digital verification.

Financial Discipline and Accountability

All expenses related to the scheme will follow the strict financial guidelines outlined in the FM&P Manual-2024. The government has made it clear that duplicate payments or fund misappropriation will lead to strict accountability. The final date for disbursing all approved funds has been set as September 30, 2025.

A Step Towards Dignity and Equality

The decision was based on the Project Approval Board (PAB) meeting held on April 9, 2025, and was swiftly implemented by the state government. Minister of State for Basic Education (Independent Charge), Sandeep Singh, emphasized that this initiative is not just financial aid, but a symbol of equal opportunity and sensitive governance.
