DM Vishak G Conducts Surprise Inspection of Mohanlalganj Tehsil; Orders Action Against Errant Officials

LUCKNOW: In a move to streamline administrative efficiency and speed up justice for litigants, District Magistrate (DM) Vishak G conducted a comprehensive inspection of all sections at the Mohanlalganj Tehsil. During the visit, the DM personally interacted with staff and reviewed pending files, issuing several strict directives to ensure transparency and accountability.

Cracking Down on Legal Delays

The inspection began at the Sub-Divisional Magistrate’s (SDM) Court, where the DM reviewed cases on the RCMS portal.

  • Section 24 Cases: DM Vishak expressed displeasure over several cases pending for over two years without even a scheduled hearing date.

  • Action against ‘Kanungos’: The SDM informed the DM that many 2024 cases were stalled due to missing reports from revenue inspectors (Kanungos).

  • Directive: The DM ordered a list of all such Kanungos and instructed that Show Cause Notices be issued immediately, marking the beginning of formal departmental action against those causing delays.

  • Old Cases: For cases older than five years, he directed officials to fix daily hearing dates to ensure immediate disposal.

Streamlining Tehsildar Court Procedures

At the Tehsildar (Judicial) Court, the DM reviewed Section 34 cases and advanced dates on the portal.

  • New SOP for Mutation: To prevent cases from being stalled due to lack of evidence, the DM ordered the Tehsildar to issue a Standard Operating Procedure (SOP)—a clear list of required documents for mutation (Dakhil-Kharij) cases.

  • Transparency: This list will be prominently displayed in the Sub-Registrar’s office and all Naib-Tehsildar courts so that litigants are well-informed.

Archive & Record Management

During his visit to the Archives (Abhilekhagar) and the Samadhan Diwas room, the DM noted that old physical records of grievance days were being stored unnecessarily.

  • Digitization focus: Since all Samadhan Diwas records are now available online, he ordered the “weeding out” of old, redundant physical files to save space and maintain better organization.

Action on Revenue Recovery

The DM concluded his visit by reviewing the recovery section.

  • Suspension of Negligent Amines: Upon reviewing the performance of recovery agents, it was found that Amine Bhai Lal and Amine Basant Kumar failed to recover dues from major defaulters.

  • Directive: The DM ordered immediate departmental proceedings against both individuals and mandated a weekly review of all recovery work to ensure government dues are collected on time.

The inspection was attended by the Additional District Magistrate (Finance & Revenue), the SDM of Mohanlalganj, and other senior departmental officers.
