Emphasis on Strict Enforcement of Traffic Rules and Reduction in Road Accidents
Lucknow | A crucial meeting of the Divisional Road Safety Committee aimed at improving and strengthening traffic management across the division was held under the chairmanship of Divisional Commissioner Vijay Vishwas Pant at the Smart City Office Auditorium. The meeting focused on enhancing road safety, reducing accidents, and ensuring smoother traffic flow in Lucknow and adjoining districts.
The meeting was attended by Joint Police Commissioner Babloo Kumar, Additional District Magistrate, Additional Municipal Commissioner, officials from PWD, City Transport, RTO, and other departments concerned with road safety and transport management.
Strict Enforcement of Traffic Rules Stressed
Commissioner Pant directed officials to ensure that traffic regulations are implemented with full strictness. He emphasized that most road accidents occur due to negligence of traffic norms, and enforcement must be intensified to curb such incidents.
He urged that two-wheeler riders must wear helmets, seat belts be mandatory for four-wheelers, and mobile phone use while driving must be strictly prohibited. He added that adherence to basic traffic rules can significantly reduce road accidents.
Pant further instructed officials to increase blacktop coverage, construct dividers where necessary, and ensure regular police patrolling in accident-prone and high-traffic areas.
Measures to Prevent Traffic Congestion
To address congestion, the Divisional Commissioner directed that unauthorized parking of auto-rickshaws and taxis at major intersections must be strictly prohibited. Pick-up and drop-off points should be designated at least 100 meters away from intersections to maintain smooth traffic flow.
He also instructed the RTO to ensure that all school transport vehicles have valid fitness certificates, warning that any negligence in this regard would not be tolerated. In addition, he ordered a fire safety inspection drive for all public transport vehicles.

Promotion of Good Samaritan Scheme
Reviewing the Good Samaritan Scheme, Pant reiterated that its objective is to encourage citizens to help road accident victims during emergencies without fear of legal or procedural complications. He directed that those who assist accident victims should be publicly honored by the District Magistrate and Superintendent of Police.
He also instructed that private trauma centers along highways be listed for providing cashless treatment to road accident victims to ensure timely medical assistance.
Action Plan for Black Spot Management
During the meeting, the Commissioner reviewed the status of actions taken on the identification and rectification of black spots (accident-prone areas) across the division. Officials informed that these spots have been marked through a joint survey by the RTO, Traffic Police, PWD, and local administration.
Based on the findings, corrective measures such as installation of signage, road widening, removal of encroachments, road repairs, divider construction, street lighting, and deployment of traffic police are being implemented under a structured action plan.
Commissioner Pant directed all departments to complete the black spot mitigation works on priority, ensuring safety measures are visibly in place to reduce accidents and make regional road transport safer and more efficient.
