Bareilly: The District Development Coordination and Monitoring Committee (DISHA) convened yesterday at the Vikas Bhavan Auditorium under the chairmanship of Hon’ble MP Chhatrapal Singh Gangwar. The meeting was attended by Hon’ble MP Anwar Neeraj Maurya, Legislative Council member Kunwar Maharaj Singh, Zila Panchayat Chairperson Rashmi Patel, Mayor Dr. Umesh Gautam, MLAs Dr. Raghavendra Sharma (Bithari Chainpur) and Dr. M.P. Arya (Nawabganj), as well as block heads and other dignitaries.
Key Discussions and Decisions
The meeting began with a review of instructions from the previous session and the progress of various ongoing schemes in the district. Officers were given specific guidelines for further action.

Infrastructure Concerns: The block head of Alampur Jafrabadh raised that a wall constructed under MNREGA in village Dalipur had collapsed. Although recovery action was initiated, the wall had not been rebuilt. Officials informed that the previous village head had passed away, and the secretary assured reconstruction. The MP directed that the wall must be rebuilt by 31 March 2026.

Staff Reassignments: The previous concern regarding the performance of the BMM in Bithari Chainpur was addressed, and the BMM has now been transferred to Alampur Jafrabadh.

Housing Schemes: Under the Pradhan Mantri Awas Yojana (Rural), the district received a target of 23,465 houses since 2016-17, of which 23,345 houses have been completed. As part of PMAY Rural Survey 2.0, 65,804 people across development blocks have been surveyed. Verification of 35,664 records received from the state has been completed 100%.

Citizen Grievances: A block head reported that a widow repeatedly submitted documents for housing but faced repeated misplacement of her records. The District Magistrate ordered an investigation and informed that live public grievance monitoring is being implemented at the district headquarters, soon extending to tehsil and block levels to prevent such issues.

Road and Infrastructure Development: The Bithari-Mehtar Pur-Korad road reconstruction has been approved. Officials also discussed illegal mining causing road damage due to overloaded vehicles, and action was expected. A narrow culvert near Bahgul River on the Bareilly-Bisalpur road was prioritized for construction, and the electricity department was instructed to manage pole relocations along the route.

Social Welfare Programs: Camps were organized to facilitate old-age pension and other welfare scheme applications. MPs instructed that future camps for welfare schemes should be jointly organized and MPs be notified and invited.

River Demarcation: Block heads requested river boundary demarcation for areas like Panghaeli and Nakatiya rivers in Nawabganj, and officials reported that Ramganga river demarcation has been completed. Proposals for remaining rivers have been sent to headquarters. The District Magistrate also instructed a major meeting on irrigation bunds and flood management.

Water and Sanitation: Under the Jal Jeevan Mission, 82 road restoration projects have been completed. Under the Namami Gange project, capacity issues at the 42 MLD STP in Harungla were noted, and proposals for additional STPs are being submitted.

Other Initiatives: MPs proposed constructing a Nandishala near the Gaushala in Dalelnagar, offering funds for the boundary wall. The Madhun Gala Gaushala’s boundary wall was approved, but a request was made to change the JE handling the work.

Food Security and Health: Under the National Food Security Scheme, verification of ration card eligibility led to the deletion of 13,000 ineligible cards and updating with eligible beneficiaries. The Chief Medical Officer reported that a 300-bed hospital will operate under PPP mode, with equipment protection ensured and government ambulances prioritized over private ones at intersections and highways.

Citizen Services: MPs raised issues regarding road repairs from Nawabganj to Sindhauliya via Lai Kheda, delays in birth and death certificate applications affecting admissions and property transfers, and Aadhaar card issuance problems. The District Magistrate instructed all officers to prioritize DISHA directives and ensure MPs are informed of scheme progress and action taken.
