Orders strict crowd control, vigilance, and discipline across all major fairs and ghats
Lucknow: Uttar Pradesh Chief Minister Yogi Adityanath has directed officials across the state to ensure top-level preparedness for the upcoming Dev Deepawali, Kartik Purnima, and major fairs. Emphasizing that “the safety, cleanliness, and convenience of pilgrims are the administration’s highest responsibility,” the Chief Minister said that no negligence will be tolerated at any level.
Chairing a high-level review meeting via video conferencing with divisional commissioners, district magistrates, senior police officers, and departmental heads, CM Yogi instructed that every shrine, ghat, and festival venue must maintain discipline, security, and order. “This is not just an administrative duty but an act of service and compassion,” he said.
Key Directives for Upcoming Festivals
- Adequate lighting, CCTV surveillance, floating barriers, toilets, healthcare centres, and changing rooms must be installed at ghats and fairgrounds.
- Special attention should be given to crowd and traffic management to ensure smooth movement of pilgrims.
- SDRF and NDRF teams should be deployed proactively, and no boating should be allowed without life jackets.
- Police and local administration must ensure that unruly or undesirable elements are not present in public places.
- Officers have been warned that making social media “reels” while on duty at sensitive sites will not be tolerated.
Highlighting the need for extra vigilance, CM Yogi said, “The water level of rivers is high and the current is strong; hence, additional safety measures must be in place at all bathing ghats.”
Statewide Monitoring and Broader Governance Review
The Chief Minister also reviewed the state’s preparations for major events such as Dev Deepawali in Kashi, Guru Nanak Jayanti, Dadhri Mela in Ballia, and Garhmukteshwar Mela in Hapur, which draw lakhs of devotees annually. He instructed officials to ensure that the atmosphere remains peaceful, clean, and devotional.
In addition to festival arrangements, CM Yogi assessed progress in paddy procurement, public grievance redressal, healthcare, and law and order. He ordered that farmers face no inconvenience during procurement and that no middlemen interfere in the process. District officials were told to ensure adequate availability of fertilizers and quality seeds, and to carry out immediate crop damage surveys to release compensation without delay.

Zero Tolerance on Illegal Mining and Welfare Review
Adopting a firm stance on illegal mining, the Chief Minister directed formation of special inspection teams and warned of strict action against negligent officers. Reviewing arrangements at cow shelters, he ordered district magistrates to personally inspect facilities and ensure proper fodder, water, and veterinary care for all cattle.
He also instructed that honorarium payments to ASHA workers, Anganwadi staff, cooks, and contractual employees be made on time every month.
Vision for “Developed Uttar Pradesh @2047”
During the meeting, CM Yogi reviewed the “Viksit Uttar Pradesh @2047” initiative, under which more than 7.2 million public suggestions have already been received from districts like Jaunpur, Ghazipur, Hardoi, Pratapgarh, Bijnor, Gorakhpur, Bareilly, Sonbhadra, and Gonda. He said the campaign must continue as a people’s movement, ensuring that the state’s development roadmap reflects the aspirations of its citizens.
Concluding the meeting, CM Yogi reiterated: “Every pilgrim’s safety, dignity, and comfort are our sacred duty. Dev Deepawali is not merely a festival of light, but a symbol of discipline, devotion, and collective harmony — and the administration must reflect that spirit.”
