AAP MP Sanjay Singh Calls it a “Massive Electoral Scam”
New Delhi — The ongoing Special Intensive Revision (SIR) of electoral rolls in Bihar came under sharp scrutiny in Parliament today, as Aam Aadmi Party (AAP) MP Sanjay Singh raised the issue in the Rajya Sabha by submitting a Rule 267 notice, demanding immediate suspension of all scheduled business to discuss what he termed a “major electoral scam”.
Sanjay Singh, a senior AAP leader, alleged that the voter list revision in Bihar is being carried out in a non-transparent and discriminatory manner, potentially disenfranchising millions of legitimate voters — especially migrant workers, students, and economically weaker sections.
“This is not a revision, this is ‘vote deletion’ in the name of verification,” Singh said. “Bihar’s SIR is not just flawed, it’s a well-planned strategy to tamper with electoral rolls ahead of the 2025 state elections. This is a direct attack on democracy and an unconstitutional attempt to suppress voting rights.”
“Aadhaar Not Accepted, Parental Birth Records Demanded”
Singh expressed grave concern over the excessive and arbitrary documentation being demanded from voters — including proof of parental birthdates and birthplaces for those who were added to the electoral rolls post-2003. Calling it an “unrealistic expectation” from rural, uneducated, and underprivileged citizens, Singh argued that many voters neither have access to formal birth certificates, school records, nor administrative reach to procure them.
“Even Aadhaar, which the government itself touts as a universal ID, is being rejected in this process,” he added.
“Migrants Face Disenfranchisement Despite Voting Promises”
Sanjay Singh reminded the House that in January 2023, the Election Commission had promised remote voting options for migrant labourers, but instead, many are now facing deletion from voter rolls for being temporarily absent from their constituency.

“This is not just procedural overreach — it’s a deliberate exclusion of the voiceless,” Singh said. “It violates Article 326 of the Constitution, which guarantees universal adult suffrage.”
Call for Investigation and Immediate Halt of the Process
In his appeal under Rule 267, which allows for urgent discussion by suspending other House business, Singh urged for:
- Immediate suspension of the SIR process in Bihar
- A full parliamentary inquiry into the alleged voter suppression
- Simplification of the verification process with reasonable and accessible documentation
- Restoration of deleted names and protection of every eligible citizen’s voting right
Opposition Mounts Pressure on Election Commission and Government
This development follows rising political agitation around Bihar’s voter list revision, with several INDIA alliance leaders, including Rahul Gandhi, recently protesting in Parliament premises and calling it a “voter ban”.
The AAP MP’s intervention has added fuel to the fire, with other Opposition leaders expected to rally behind the call in both Houses in the coming days.
As the Monsoon Session of Parliament heats up, the controversy over electoral roll integrity in Bihar could become a major flashpoint, potentially influencing the national discourse around electoral fairness, citizen rights, and the road to 2025 state elections.
