Tirana: In a groundbreaking move, Albania has introduced the world’s first artificial intelligence–generated government minister, with the aim of making public administration fully transparent and free from corruption.
Prime Minister Edi Rama unveiled the new virtual minister, named “Diella”—meaning Sun—while presenting his cabinet this week. Since January, Diella has been operating as a digital assistant, guiding citizens on how to access government services online.
“Diella is the first cabinet member who is not physically present but created through artificial intelligence,” Rama said, according to Euro News. The AI minister has now been assigned the critical responsibility of overseeing public tenders, ensuring that every decision on the allocation of public funds is “100 percent corruption-free.”
Rama emphasized that under this system, government departments will no longer determine tender outcomes step by step. Instead, AI will supervise the process to guarantee full transparency in all public spending.
The AI-generated minister has been depicted as a woman in traditional Albanian attire since its launch, though officials have not confirmed whether this identity will be retained permanently.
Corruption remains a major obstacle in Albania’s path to European Union membership, which the nation is seeking by 2033. Transparency International’s Corruption Perceptions Index currently ranks Albania 80th out of 180 countries, reflecting widespread concerns about governance.
The development also comes in the wake of the AI Action Summit in Paris earlier this year, co-chaired by Indian Prime Minister Narendra Modi and French President Emmanuel Macron, where global leaders discussed safe, inclusive, and transparent applications of artificial intelligence.
Albania’s move to integrate AI into governance is being seen as a bold experiment—one that could set a precedent for how technology is deployed in the fight against corruption worldwide.
