Lucknow: Chief Minister Yogi Adityanath on Tuesday addressed media in the Assembly complex and shared detailed highlights of the Budget 2026-27. He said, “The state government has made several important provisions to digitally empower youth, modernize the education system and position Uttar Pradesh as a leading state in emerging technology sectors. Adequate funds are being allocated under the ‘Swami Vivekanand Yuva Sashaktikaran Yojana’ to provide tablets and smartphones to youth, enabling them to access online education, skill development programs and modern employment opportunities.”
CM further said, “Special initiatives have been taken to strengthen the MSME sector, particularly for modernizing traditional blanket manufacturing units. Every year, additional arrangements are made for blanket distribution to the poor and modernization of this industry will not only increase production capacity but also generate local employment. Provisions have also been made to take the IT and electronics sector to new heights. Under the Uttar Pradesh AI Mission, the budget provides for the establishment of AI Centres of Excellence, Indian AI Data Labs and a Cyber Security Operations Centre to prevent cyber fraud.”
“With the growing demand for data centers in the state and several facilities already under development, the budget also announces the creation of dedicated data center clusters required for AI, with separate financial provisions. This is expected to further accelerate technology-driven investment in the state”, he added.
The government will also expand successful education models such as Operation Kayakalp and Atal Residential Schools. Based on these models, CM Composite Schools will be established under the Basic Education Council. The budget provides funds for setting up two CM Composite Schools in each of the 75 districts.
The Chief Minister said, “Kasturba Gandhi Balika Vidyalayas will be established or expanded in development blocks where such schools were earlier unavailable or long demanded. Major relief has been announced for non-teaching staff, contractual teachers and other educators in council, secondary and higher education institutions through the provision of cashless medical treatment on the lines of Ayushman Bharat.”

AI education will be introduced from the secondary level, with dedicated budget support. Provisions have also been made for free sanitary napkins for girls, establishment of Dream Skill Lab clusters and focused initiatives in AI, digital technology, defence manufacturing, semiconductors, data centres and data science to enhance competitiveness in technical education.
CM said, “The state has announced a STEM AI Mission to promote Science, Technology, Engineering and Mathematics. Under this, government polytechnics and other technical institutions will be connected through a large program that includes AI-enabled labs, skill development activities and availability of AI-related learning content in Hindi.
Prestigious institutions such as IIT Kanpur, IIT BHU and others will be associated as knowledge partners for deep-tech initiatives, with special budgetary provisions made for this purpose.
