Divisional Commissioner Bhupendra S. Chaudhary Inspects Bareilly Collectorate, Reviews Administrative Arrangements

Bareilly: Divisional Commissioner Bhupendra S. Chaudhary conducted a detailed inspection of the Collectorate in Bareilly to review administrative arrangements, record management, and overall functioning of key departments.

The Commissioner was received by District Magistrate Avinash Singh with a welcome bouquet, followed by a ceremonial guard of honour by police personnel.

Inspection of Key Departments

During the visit, the Divisional Commissioner inspected multiple sections, including the District Magistrate Court, Nazarat section, general records room, arms section, and revenue archives. He reviewed file maintenance, cleanliness, and the efficiency of administrative processes.

At the Nazarat section, he directed officials to prepare a detailed report on government accommodation allotments over the past 10 years. This includes identifying officials who have vacated housing post-transfer, those still occupying government residences despite relocation, and any pending dues related to accommodation.

Focus on Transparency and Accountability

The Commissioner also reviewed the status of official vehicles. The District Magistrate informed him that six new vehicles have been added to the fleet, with another expected soon, ensuring no shortage. He further enquired about the auction of old vehicles, and officials confirmed that the process was carried out as per rules with payments duly deposited.

He assessed the maintenance of service records of employees and verified that all post-retirement benefits have been cleared without pending dues.

Review of Administrative and Confidential Sections

The inspection covered confidential sections, including judicial assistants’ desks, prosecution-related files, magistrate duty records, examination files, and e-office systems. He also sought updates on references received from commissions and confirmed that no major citizenship-related cases were pending.

Additionally, he reviewed personnel records, pending disciplinary cases, and the status of CBSE-related recognitions, where officials reported two pending approvals at the district level.

Strengthening Systems and Public Service Delivery

The Commissioner examined the postal management system, where officials reported handling 150–200 incoming communications daily with no backlog. He directed improvement in the computerization of the dispatch system to enhance efficiency.

During the inspection of the arms section, he instructed officials to ensure regular verification and renewal of licenses to prevent unauthorized possession of firearms. In the revenue archives, he emphasized proper record preservation and robust fire safety arrangements.

Directions for Public Grievance Redressal

Highlighting citizen-centric governance, the Divisional Commissioner directed all officials and staff to ensure timely and priority-based resolution of public grievances, so that citizens do not face unnecessary inconvenience.

Senior officials present during the inspection included Additional District Magistrates Purnima Singh, Santosh Kumar Singh, Saurabh Dubey, City Magistrate Rajesh Kumar Verma, and other administrative officials.

The inspection underscored the administration’s focus on transparency, efficiency, and improved public service delivery in Bareilly district.
