UP CEO Navdeep Rinwa Updates Progress on Intensive Voter Revision-2026; Clarifies Misconceptions Regarding Name Deletions

LUCKNOW |  Navdeep Rinwa, the Chief Electoral Officer (CEO) of Uttar Pradesh, addressed a press conference at the Lok Bhavan Media Center to provide a detailed update on the Special Intensive Revision (SIR)-2026 campaign. Highlighting the campaign’s momentum, the CEO shared critical data regarding the hearing of notices related to “No Mapping” and “Logical Inconsistencies,” as well as the progress of Form-6 and Form-7 submissions.

Massive Exercise in Notice Issuance and Hearings

The CEO revealed that following the publication of the draft electoral roll on January 6, 2026, a total of 3.26 crore voters were identified for notice issuance—including 1.04 crore for mapping issues and 2.22 crore for logical inconsistencies.

  • Current Status: Out of 3.25 crore notices issued, over 1.85 crore have been successfully delivered to voters by Booth Level Officers (BLOs).

  • Hearing Momentum: The pace of hearings has accelerated significantly. From 30 lakh hearings on February 5, the number soared to 1.15 crore by February 18. In just the last three days, more than 35 lakh notices were processed.

  • Expanded Infrastructure: To handle this volume, the number of Assistant Electoral Registration Officers (AEROs) has been increased from 2,042 to 13,161. Additionally, notice hearing centers have increased to 4,635, with officers directed to conduct hearings directly at polling stations to minimize travel for citizens.

Simplified Processes and Logical Inconsistencies

The CEO clarified that “Logical Inconsistency” notices are issued in specific cases, such as an age gap between a voter and their parent being less than 15 years or more than 50 years, or if six or more voters are mapped to the same father. To assist voters, the hearing process for these inconsistencies has been simplified, reducing the burden of documentary evidence. However, for “No Mapping” cases, voters or their authorized representatives must present documents verifying date or place of birth.

Form-6: High Surge in Youth and Women Voters

Between January 6 and February 17, the department received 54.40 lakh Form-6 applications for new voter registration.

  • Gender Balance: Applications were almost perfectly balanced between women (27.20 lakh) and men (27.19 lakh).

  • Youth Power: A significant 36.76 lakh forms came from young voters in the 18–29 age group.

  • Cumulative Growth: Since the program’s announcement on October 27, 2025, over 70 lakh new voter applications have been received.

Debunking Myths Regarding Name Deletions (Form-7)

Addressing concerns and rumors regarding the deletion of names from the electoral roll, Shri Rinwa provided a factual breakdown:

  • Form-7 Applications: Between January 6 and February 17, only 1.40 lakh Form-7 applications (objections to names) were received.

  • Minimal Deletions: Out of a total electorate of 12.55 crore, only 23,935 names have been deleted during the current claims and objections period.

  • Nature of Deletions: A large portion of these deletions resulted from Form-8 (voter relocation) or requests made by the voters themselves. Applications by third parties to remove someone else’s name accounted for only a fraction of the total.

  • Transparency: For public and political awareness, a daily consolidated list of Form-7 applications (Form-10) is being posted on ERO notice boards and district election websites.

A Call for Cooperation

The CEO emphasized that the Intensive Revision is a statutory process conducted under the Representation of the People Act, 1950. He confirmed that additional training for District Election Officers (DEOs) was completed on February 17 to ensure flawless execution of the SIR process.

Rinwa concluded by appealing to citizens and political parties to rely on factual data and cooperate with the authorities to ensure a transparent, error-free, and inclusive voter list for the state.
