Divisional Road Safety Committee Meeting Held Under Chairmanship of Commissioner Vijay Vishwas Pant

Lucknow: A meeting of the Divisional Road Safety Committee was held at the Smart City Conference Hall under the chairmanship of Divisional Commissioner Vijay Vishwas Pant, with the objective of formulating effective measures to reduce road accidents across the Lucknow division.

The meeting was attended by senior officials including the DCP Traffic, Additional District Magistrate (TG), Additional Municipal Commissioner, officials from PWD, NHAI, RTO, Police Department, and other concerned departments.

At the outset, the Divisional Commissioner reviewed the compliance status of decisions and directions issued in the previous meeting. This was followed by a detailed review of the current road safety scenario, causes of accidents, enforcement measures, and public awareness campaigns across the division. He directed officials to adopt a multi-pronged strategy to bring down road accidents effectively.

Black Spots Review

During the review, it was noted that a total of 273 accident-prone black spots have been identified across all districts of the Lucknow division in 2025. These include 75 in Lucknow, 45 in Raebareli, 28 in Sitapur, 25 in Lakhimpur Kheri, 33 in Unnao, and 67 in Hardoi. Of these, 149 black spots fall under the PWD, 122 under NHAI, one under NH PWD, and one under UPEADA.

The Commissioner directed that corrective measures such as installation of signage, speed breakers, road markings, lighting systems, and barriers must be completed by February 15, 2026, without exception. He also stressed maintaining quality standards in road construction and repair works, and instructed nodal officers to conduct post-completion inspections at all black spots.

Enforcement and Overloading

To curb overloading at toll plazas, the Divisional Commissioner directed the NHAI Project Director to provide a fortnightly list of overloaded vehicles detected at toll plazas to the Transport Department. He instructed that this data be promptly shared with all ARTO/RTO offices across the division to ensure strict enforcement action as per rules.

He further ordered regular and effective enforcement against serious violations such as overspeeding, drunk driving, riding without helmets or seat belts, and overloading. The DCP Traffic was instructed to deploy checking teams at major intersections, especially at traffic signals, to penalize violators.

Good Samaritan Scheme and Awareness

Reviewing the Good Samaritan Scheme, the Commissioner noted that 10 out of 15 proposals forwarded by district appraisal committees have been approved. He directed that individuals who assist road accident victims be felicitated on special occasions and that the scheme be given wide publicity.

Emphasizing that road safety goes beyond enforcement, the Divisional Commissioner stressed the importance of public awareness. He directed that regular road safety programs be organized in schools, colleges, industrial establishments, and public places. Instructions were also issued to improve ambulance response time and strengthen trauma care facilities.

Additional Directions

The Commissioner instructed officials to organize health and eye check-up camps for drivers and conductors, along with awareness programs involving bus and truck associations. Road safety campaigns and medical camps were also directed at transport corporation depots, along with stakeholder workshops.

He further ordered strict action to ensure installation of retro-reflective tapes on commercial vehicles, enforcement against wrong-side driving, and compliance with helmet, seat belt, and drunken driving norms. Special focus was laid on inspection of school vehicles, action against unfit or unauthorized buses, verification of sleeper bus safety standards, and action against illegal taxi/bus stands and unauthorized parking.

Concluding the meeting, the Divisional Commissioner directed that regular monitoring of all decisions taken be ensured and that a detailed progress report be presented in the next meeting, with the aim of achieving a significant reduction in road accidents across the division.
