Fear Among Criminals, Trust Among Citizens: Yogi Adityanath Unveils Big Vision at ‘Police Manthan–2025’

Lucknow: The two-day state-level senior police officers’ conference ‘Police Manthan–2025’ commenced on Saturday at the Uttar Pradesh Police Headquarters under the chairmanship of Chief Minister Yogi Adityanath, setting the tone for a future-ready, technology-driven and citizen-centric policing system in the state.

Addressing the inaugural session, Chief Minister Yogi Adityanath lauded the reforms, achievements and transformation of the Uttar Pradesh Police over the last eight and a half years, asserting that the state has witnessed a historic shift in perception and law-and-order outcomes since 2017. “Today, Uttar Pradesh Police has become a symbol of fear for criminals and trust for citizens,” the Chief Minister said, adding that this transformation is reflected not in self-praise, but in the lived experiences of the public.

Smart, Proactive and Predictive Policing

Sharing his vision of smart, proactive and predictive policing, Yogi Adityanath highlighted wide-ranging reforms undertaken since 2017 across recruitment, training, infrastructure, technology adoption, cyber security, forensic capacity and institutional restructuring. He pointed to initiatives such as the police commissionerate system, UP-112 emergency services, Safe City projects, increased women police recruitment, predictive policing models and cyber policing as milestones in the state’s policing journey.

The Chief Minister noted that while training capacity was limited earlier, today more than 60,000 constables are being trained within the state itself. He further underlined the establishment of cyber police stations in all 75 districts, 12 forensic science laboratories, and the creation of a forensic university, calling them indicators of Uttar Pradesh’s forward-looking policing approach.

Emphasising innovation and best practices, Yogi Adityanath urged senior officers to adopt time-bound, point-wise execution strategies and ensure that policy discussions translate into visible action on the ground.

Seven Thematic Sessions on Day One

The first day of the conference featured seven focused sessions, each led by senior IPS officers, covering key areas of policing reform and operations.

Session 1: Beat Policing
Led by Additional Director General (Crime) S.K. Bhagat, the session discussed challenges, solutions and best practices in beat policing. During this session, the Chief Minister launched the ‘Yaksh App’, a digital beat book powered by AI and Big Data analytics. The app will provide comprehensive data on crimes, criminals and sensitive areas at the beat level, enabling targeted, analytical and evidence-based policing while streamlining daily duties of beat personnel.

Session 2: Crimes Against Women, Children and Human Trafficking
Headed by ADG Padmaja Chauhan, the session focused on initiatives under the Women and Child Safety Organisation, Mission Shakti Centres, community awareness programmes, Family Dispute Resolution Clinics (FDRCs), and care mechanisms for victims of gender-based crimes. ADG Ashok Mutha Jain also presented insights on the Bahu-Beti Sammelan initiative.

Session 3: Police Station Management and Upgradation
DGP (Lucknow Zone) Sujit Pandey presented the ‘Smart SHO Dashboard’, highlighting how an integrated digital platform can improve complaint resolution timelines, accountability among personnel, traffic management and crime monitoring at the police station level.

Session 4: Cyber Crimes
DGP (Cyber Crime) Vinod Kumar Singh detailed emerging cyber crime trends, operational methods of cyber criminals, and efforts by cyber police stations and help desks. Capacity building initiatives in coordination with the Indian Cyber Crime Coordination Centre (I4C) were also discussed.

Session 5: Human Resource Development, Welfare and Training
DGP (Training) Rajeev Sabharwal outlined initiatives for behavioural training, personnel welfare, health and family support, skill development, women empowerment and training through platforms like the Government of India’s i-GOT portal.

Session 6: Prosecution and Prisons
DGP (Prosecution) Dipesh Juneja presented reforms including e-reporting portals, dashboards for monitoring mafia cases, implementation of new criminal laws, paperless prosecution systems and defined KPIs for prosecutors. DG Prisons Prem Chand Meena showcased prison digitisation initiatives such as AI-based CCTV surveillance, e-mulaqat, video conferencing for court proceedings, digital libraries and early release software.

Session 7: CCTNS 2.0, New Justice Codes and Forensics
ADG (Technical Services) Naveen Arora discussed data-driven and scientific policing through CCTNS 2.0, integration of FIR and investigation data, and digital provisions under new justice codes including e-FIR, Zero FIR, e-Summons and e-Sakshya.

Leadership Commitment and Way Forward

In the opening address, Director General of Police Rajeev Krishna expressed gratitude to the Chief Minister for personally guiding the two-day conference, calling it a defining moment in the history of Uttar Pradesh Police. He emphasised that the objective of Police Manthan–2025 is to ensure clear accountability, defined timelines and measurable outcomes, so that deliberations move beyond conference halls to the field level.

The first day of the conference concluded with the DGP’s address, reinforcing the commitment to deliver a responsive, citizen-first and technology-enabled police service, aligned with the Chief Minister’s vision of a safer and more confident Uttar Pradesh.
