Review Meeting on National Health Mission Programs Held Under Divisional Commissioner’s Chairmanship

Lucknow: A comprehensive review meeting of the National Health Mission (NHM) programmes was held under the chairmanship of Divisional Commissioner Vijay Vishwas Pant, along with the Additional Director, Medical Health & Family Welfare.

The meeting assessed the progress made till October 2025 across all districts of the Lucknow division—Lucknow, Sitapur, Hardoi, Unnao, Lakhimpur Kheri, and Rae Bareli. Chief Medical Officers, District Programme Managers, State Quality Cell Coordinator Dr. Kamal Mishra, and medical superintendents from all 118 community health centres participated via video conferencing. Representatives from SMNet, UPTSU, and UNICEF were also present.

The review covered key indicators including institutional deliveries, First Referral Units (FRUs), family welfare, routine immunisation, Rashtriya Bal Swasthya Karyakram (RBSK), NQAS certification, screening for non-communicable diseases, e-Sanjeevani teleconsultation, online patient registration, and Ayushman Arogya Mandir performance.

A decline in antenatal check-up achievements at Asoha Block (Unnao) compared to the previous year prompted strict instructions. The Divisional Commissioner sought clarification from the CMO Unnao and directly warned the Asoha Medical Superintendent to improve performance within 15 days. A similar directive was issued for Sursa Block in Hardoi. For discrepancies in institutional delivery data, all CMOs were instructed to ensure 100% HMIS registration across private medical facilities.

At FRUs, underperformance was noted in Hardoi (Bilgram), Lakhimpur Kheri (Dhaurahara, Nidhasan), Rae Bareli (Dalmau), and Unnao (Hasanganj, Shafipur, and 100-bed Bidhapur hospital). Corrective action was mandated. The team at CHC Purwa, Unnao was commended for its C-section performance and instructed to receive commendation certificates. Lucknow district was appreciated for meeting all FRU targets.

Rae Bareli and Lucknow achieved 100% coverage in Hepatitis B birth dose and Vitamin K administration. Other districts were directed to ensure cold chain arrangements for birth-dose vaccination through untied funds. Under the family welfare programme, several centres lacking operational services for Antara, Chhaya, and IUCD were instructed to resume services immediately. Unnao district, with 100% operational units, earned special praise.

During RBSK review, CMOs of Lucknow and Rae Bareli reported that under the supervision of their Chief Development Officers, identified children were receiving treatment at KGMU and AIIMS Rae Bareli. They were instructed to submit beneficiary lists and ensure regular monitoring through district coordinators.

All CMOs were directed to ensure complete ABHA ID generation, re-orient ASHAs and ANMs, and fill human resource gaps under the Urban Health Programme. The progress of NQAS documentation and processes was reviewed in detail, with orders issued to update pending records. The Commissioner instructed nodal officers to enhance teleconsultation quality and ensure all medical officers actively participate.

The weekly Mukhyamantri Arogya Mela was also reviewed, with strict instructions that no staff or doctor be granted leave on the day of the mela without unavoidable circumstances. Districts were told to intensify publicity and enhance service quality.

The Commissioner concluded by directing that compliance and progress reviews be conducted during the second week of every month to ensure continuous monitoring and improved performance across all health units.
