LUCKNOW – Chief Minister Yogi Adityanath has set a clear vision to establish Uttar Pradesh as a “Developed UP” by the year 2047. The mission’s priority is to connect rural youth with quality higher education, digital-era technology, and robust village infrastructure. The Yogi government believes that by making significant changes in education and rural development over the next 22 years, the state can become a $6 trillion economy, contributing significantly to India’s overall growth.
The Situation Before 2017
Before 2017, Uttar Pradesh lagged on both higher education and rural development fronts. The education system was not job-oriented, and the number of technical institutions was limited, with only 526 polytechnics and 2,642 ITIs operational. The infrastructure for research and innovation was also weak.
The condition of rural areas was even more concerning. Millions of families lacked permanent homes, and basic amenities like roads, electricity, and drinking water were scarce. Gram Panchayats lacked the resources and capacity to effectively implement development schemes.

2017-2025: A New Direction for Development
In the past eight and a half years, the Yogi government has taken historic steps in both the education and rural development sectors.

- Expansion of Higher Education: In line with the “one division, one university” policy, the state now has 24 state and 49 private universities. Six new state universities and 23 new private universities have been established. The number of ITIs has increased to 3,310, and polytechnic institutes now number 2,138.
- Technological Advancement: In collaboration with Tata Technologies, 150 government ITIs have been upgraded with modern technology.
- Digital Initiatives: To connect youth with the digital age, 49.86 lakh tablets and smartphones have been distributed.
- Rural Transformation: Projects in rural infrastructure have transformed the lives of millions. So far, 56.90 lakh families have received homes, with 36.34 lakh built under the PM Awas Yojana-Rural. The road network has been significantly improved, connecting 165 block headquarters with two-lane roads and widening and strengthening 25,000 km of existing roads.
- Panchayati Raj Reforms: 24,489 Panchayat Bhavans have been constructed, and every Gram Panchayat now has a secretariat and a Panchayat assistant.
Mission ‘Viksit UP 2047’
To achieve Prime Minister Narendra Modi’s vision of a developed India by 2047, the Yogi government has prepared a clear roadmap for Uttar Pradesh. The goal is to make the state’s villages leaders in production, productivity, and exports by 2030, with a focus on seed parks, advanced seeds, crop diversification, and food processing. By 2047, the state aims to achieve world-class productivity in grains, fruits, and vegetables, and to be a leader in milk and egg production. Additionally, it plans to establish modern agricultural research centers and international livestock institutes. The mission also seeks to provide permanent housing to every family, implement modern waste management, eradicate poverty, and ensure social security, while eliminating regional disparity by bringing Purvanchal and Bundelkhand on par with Paschimanchal.
The Path to a $6 Trillion Economy
The Yogi government’s objective is for Uttar Pradesh to become a $6 trillion economy by 2047, contributing approximately 20% to India’s projected GDP. To achieve this, a consistent growth rate of 16% is required from 2025 to 2047. The workforce, prepared through higher education and skill development, will power global industries, while rural infrastructure and agricultural productivity will accelerate income and consumption. This combined effort is expected to elevate the state’s per capita income to Rs 26 lakh.
