Lucknow : In a landmark initiative to transform Uttar Pradesh into a national investment hub, Chief Minister Yogi Adityanath on Wednesday launched the Integrated Manufacturing & Logistic Cluster (IMLC) project. Speaking at the launch event at his official residence, the CM hailed the initiative as a “historic, game-changing step” that would redefine the state’s industrial future and economic growth.
The new initiative aims to develop 27 industrial clusters along five major expressways—Bundelkhand Expressway, Ganga Expressway, Gorakhpur Link Expressway, Purvanchal Expressway, and Agra-Lucknow Expressway—covering more than 13,240 acres of land. These clusters are expected to serve as engines of growth, transforming UP into a premier destination for industrial investments.
From Bimaru to Backbone
CM Yogi emphasized how the “double-engine government” over the last eight years has successfully repositioned Uttar Pradesh as an “Expressway State” and a core contributor to India’s growth trajectory.
“This is not just a cluster launch—it’s a paradigm shift. These IMLCs are the new face of a Naya Uttar Pradesh, ready to play a leading role in shaping a Viksit Bharat (Developed India),” he said.
Yogi further highlighted that these clusters will offer:
- Attractive land rates
- High-quality logistics facilities
- Seamless road, rail, and air connectivity
- Transparent land allotment processes
- A favourable industrial ecosystem with skilled manpower
He noted that earlier, UP was seen as a laggard in infrastructure and investment. “Today, investors from around the world are showing keen interest. Security, land banks, infrastructure, and connectivity—all the pre-conditions for industrial success—are now available here,” he added.
Unmatched Infrastructure Development
The CM underlined that Uttar Pradesh is now building industrial corridors alongside expressways—a first in the state’s history. The state is also already working on six Defence Manufacturing Corridor nodes across Chitrakoot, Jhansi, Kanpur, Aligarh, Lucknow, and Agra.
Among the IMLCs, the Bundelkhand Expressway cluster will cover the largest land area (4,723 acres across six districts), while the Ganga Expressway cluster spans the most districts. The Gorakhpur Link Expressway cluster is the smallest in area and district reach.

Yogi also spoke about his recent road trip across 91 kilometers of the Gorakhpur Link Expressway, calling it “smooth, fast, and comfortable,” a symbol of the state’s growing infrastructure capabilities.
A Vision Realised
The CM reiterated that these clusters are aligned with Prime Minister Narendra Modi’s vision of turning Uttar Pradesh into a key growth engine of India.
“This launch is a step toward fulfilling PM Modi’s dream for UP. These 27 clusters will play a crucial role in turning UP into one of India’s most industrially progressive states,” Yogi added.
Government Leaders Echo Support
Industrial Development Minister Nand Gopal Gupta ‘Nandi’ praised CM Yogi for “changing the destiny and image of Uttar Pradesh” over the past eight years.
Chief Secretary Manoj Kumar Singh said this was the first time in state history that over ₹15,000 crore had been allocated to industrial development authorities for land acquisition and cluster development. “This marks the beginning of a new industrial boom in the state,” he asserted.
Also present at the event were Minister of State for Industrial Development Jaswant Singh Saini, Principal Secretary (Infrastructure & Industrial Development) Alok Kumar, MSME Secretary Pranjal Yadav, and officials from UPEIDA (Uttar Pradesh Expressways Industrial Development Authority).
