Lucknow – Uttar Pradesh Chief Minister Yogi Adityanath has directed the launch of the ambitious ‘Mukhyamantri Krishak Samriddhi Yojana’, aimed at enhancing the income and economic empowerment of small and marginal farmers in the state. The Chief Minister emphasized that the government is continuously working to free farmers from debt burdens, increase their agricultural productivity, and make them self-reliant. He asserted that efforts must be made to provide easy access to affordable credit, and this scheme will be a significant step in that direction.
The announcement came during a review meeting of the Cooperation Department held on Monday, where the blueprint of the scheme was presented. CM Yogi called it a visionary and farmer-centric initiative, and directed for active involvement of NABARD and cooperative banks in its implementation.
He also stressed that the scheme should be executed in a timely and effective manner. To facilitate this, directions were issued to enhance the loan disbursement capacity of cooperative banks, modernize branches, and simplify access to credit for farmers. The Chief Minister instructed officials to submit a detailed proposal for the scheme at the earliest.
During the meeting, CM Yogi conducted a comprehensive review of the cooperative sector and underlined the need to strengthen the role of cooperative institutions. He directed that increasing the income of small and marginal farmers, promoting transparency, and enhancing efficiency must be the core priorities of the cooperative movement.

The loan disbursement by Uttar Pradesh Cooperative Bank Limited rose from ₹9,190 crore in 2017 to ₹23,061 crore in 2025.

Net profit increased to ₹100.24 crore.

District Cooperative Banks saw their total business grow from ₹28,349 crore to ₹41,234 crore, with a net profit of ₹162 crore.

Over the past eight years, crop loans worth ₹11,516 crore and long-term loans of ₹393 crore were distributed.

The cooperative sector managed fertilizer distribution of 34.45 lakh metric tonnes, procured 25.53 lakh metric tonnes of paddy, and 1.94 lakh metric tonnes of pulses and oilseeds.
To enhance storage capacity, 375 warehouses with a combined 37,500 MT capacity have been built under the Agriculture Infrastructure Fund (AIF). Under the Rashtriya Krishi Vikas Yojana, since 2017, 1,060 godowns with a cumulative 1,17,350 MT capacity have been developed. In 2025-26, construction of 100 new warehouses is planned. Furthermore, under the nation’s largest grain storage scheme, 24 B-PACS centers in 16 districts will house godowns with capacities ranging between 500 and 1,000 MT. The CM highlighted the need to further increase storage capacity and directed officials to draft a policy to ensure private sector participation. He also called for systemic reforms in PCF operations and timely payment to rice millers.
The Chief Minister instructed officials to expedite recruitment through IBPS to fill vacant banking and non-banking positions in the cooperative sector, thereby boosting operational efficiency and service quality.
Discussions were also held on the business activities of M-PACS committees, which have been integrated with initiatives such as PDS, Jan Aushadhi, CSCs, PM Kisan Samman Kendra, and MSP procurement. As part of computerization efforts:

On the cybersecurity front, it was revealed that Uttar Pradesh Cooperative Bank Limited and 50 District Cooperative Banks are being integrated with NABARD’s CBS Cloud Platform to enhance data security and digital banking infrastructure.
Concluding the meeting, CM Yogi reiterated that cooperative institutions must be made self-reliant, and emphasized the need to ensure access to technology, credit, and markets for farmers. He reaffirmed that empowering farmers through cooperatives remains a top priority for the state government, and policy reforms in this direction will continue.
