Uttar Pradesh Cabinet Approves 2025 Smart Parking Policy for Urban Areas

All 17 Municipal Corporations to Implement Smart, Technology-Based Parking Under New PPP Model

Lucknow: In a major move to ease traffic congestion and address growing parking demands across cities, the Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved the U.P. Municipal Corporation (Construction, Maintenance, and Operation of Parking Spaces) Rules, 2025. The new regulation aims to streamline parking infrastructure across all 17 municipal corporations of the state under a Public-Private Partnership (PPP) model.

Urban Development and Energy Minister A.K. Sharma, addressing the media at Lok Bhawan, stated that under Phase 1, smart and technology-driven parking facilities will be developed in all municipal corporations. The move is in response to increasing urbanization and the exponential rise in private vehicles, which has created acute parking shortages in city areas.

“The absence of organized parking often leads to haphazard vehicle placement on roadsides, footpaths, and vacant plots, causing traffic bottlenecks, road accidents, and even vehicle damage. With this new parking framework, such urban challenges can be systematically addressed,” said Sharma.

Key Highlights of the 2025 Parking Policy:

  • Smart Infrastructure: All parking facilities will feature multi-level, IT-enabled systems with provisions for digital payment, real-time occupancy monitoring, and automated entry/exit.

  • Electric Vehicle Support: Stations will include EV charging points, car wash facilities, air refill stations for tires, and vehicle cleaning services.

  • Revenue and Urban Order: The initiative is expected to increase municipal revenue while bringing discipline to urban road usage.

  • Transparent Management: A PPP-based management model will involve a supervisory committee to demarcate parking zones. Private players will be selected via bidding and assigned contracts for a term of five years.

  • Standardized Charges: Uniform parking fees will prevent overcharging and ensure fair usage across locations.

Minister Sharma added that the policy is a long-term urban mobility solution that will not only ease the lives of commuters but also contribute to planned city development through reinvestment of parking revenues.

The state government aims to position Uttar Pradesh as a model for other Indian states in smart urban governance, with this move seen as a critical step toward building efficient, sustainable, and citizen-friendly urban spaces.
