Police will deal strictly with the anarchic elements trying to spoil the atmosphere

Lucknow: Chief Minister Yogi Adityanath gave necessary guidelines to the officers of the government and administration regarding important topics like smooth organization of upcoming festivals, cleanliness, better law and order etc. in the state level meeting convened on Thursday. All Divisional Commissioners, District Magistrates, Additional Director General of Police (Zone), all Police Commissioners, Inspector General of Police, Deputy Inspector General of Police, etc. senior officers participated in the meeting. In the meeting, the Chief Minister took information from all the Additional Chief Secretaries/Principal Secretaries one by one about their departmental preparations in view of the festivals. The main guidelines given by the Chief Minister in the meeting are as follows:-

  • It is the result of better law and order, continuous dialogue and cooperation from all sections that in recent years all the festivals in the state are being celebrated in an atmosphere of peace and harmony. Be it Rakshabandhan, Shri Krishna Janmashtami, Durga Puja, Dussehra and Shravani fairs or festivals like Eid, Bakrid, Barawafat, Muharram etc., there was a pleasant atmosphere in the state on every festival. This sequence of better teamwork and public cooperation should be continued.
  • In the coming days, there are special festivals like Dhanteras, Ayodhya Deepotsav, Diwali, Govardhan Puja, Bhai-Dooj, Devutthaan Ekadashi, Varanasi Dev Diwali and Chhath Mahaparva. Apart from this, fairs like Panchkosi, 14 Kosi Parikrama, Kartik Purnima Snan etc. are also organized in Ayodhya during this period. This time is sensitive in terms of peace, security and good governance. Learn from past experiences. During this time of festivals, the entire UP team including the police and administration will have to remain alert 24×7.
  • All festivals should be celebrated in peace and harmony, for this all necessary efforts should be made keeping in view the local needs. Review the activities of the last one month and restrict the identified miscreants/unruly elements. Complete strictness should be done with the unruly elements who try to spoil the atmosphere. This is a time of joy and happiness, disturbance cannot be accepted in this. It would be appropriate to answer the unruly elements/unruly elements in their own language.
  • Increase vigilance on social media. There should be such a team in every district which keeps monitoring social media. Strict action should be taken against those who spread rumors/fake news that spoil the atmosphere by creating fake accounts.
  • There is also a tradition of installing the idols of Goddess Lakshmi and Kali on the occasion of Deepawali. Communicate with the organizations/committees that install the idols. Adequate police force should be deployed in sensitive areas. Before Deepawali, establish communication and coordination with religious leaders and peace committees of different communities.
  • On the occasion of Dhanteras/Diwali, families of every income group do some shopping. There will be more hustle and bustle in the markets. Meanwhile, all the District Magistrates and Police Captains should ensure that there are no complaints of harassment of traders from anywhere. Take their cooperation in making arrangements and give them the required support.
  • Ensure that the shops/warehouses of firecrackers are away from the population for Deepawali. Adequate arrangements for fire tenders should be made where firecrackers are bought/sold. The police force should also remain active. The shops of firecrackers should be in open spaces. Licenses/NOCs should be issued to them on time. Strict action should be taken against illegal storage of firecrackers.
  • All the beneficiaries of Ujjwala Yojana should get free LPG cylinders before Diwali. There should be no delay at any level. Coordinate with the agencies as well.
  • Festivals and celebrations are occasions of happiness. Every person is full of joy and happiness. Mischievous elements can make malicious attempts to unnecessarily provoke people of other communities, keep an eye on such cases. Prepare a traffic plan according to the needs of each city. Ensure that people coming to the market do not get stuck in traffic jams. . Additional police force should be deployed in sensitive areas. Police force should do foot patrolling every evening. PRV 112 should be active.
  • A small incident can take the form of a big dispute due to negligence. In such a situation, extra vigilance is necessary. Quick action and communication helps in handling unpleasant incidents. On receiving information about any unpleasant incident, senior officers like District Magistrate / Police Captain should reach the spot themselves without delay. Senior officers should take the lead in sensitive cases.
  • The grand event of Ayodhya Deepotsav is to be held on 30 October this year. This is the first Deepotsav after the Pran Pratishtha of Lord Shri Ramlala in the grand, divine, new Shri Ramjanmabhoomi temple. Naturally, this time the presence of devotees in Deepotsav will be relatively more. Similarly, Dev-Deepawali will be celebrated in Varanasi on 15 November. In such a situation, the arrangement of safety-security and crowd management should be better in both the important events. All necessary preparations should be completed on time in accordance with the dignity of Deepotsav and Dev Deepawali.
  • Chhath festival should be organized as a standard festival of ‘cleanliness and safety’. Special efforts should be made by the Urban Development and Panchayati Raj Department to ensure cleanliness in the entire state during the Puja/Anushthan on Chhath Mahaparva. While respecting the faith of the people, it should be ensured that the rivers/reservoirs are not polluted. Cleanliness of the river/reservoir ghats should be done and traffic management should also be done.
  • On this occasion of joy and enthusiasm, it should be ensured that there is uninterrupted power supply for 24 hours in the entire state from 28 October to 15 November. Necessary preparations should be made by the Power Corporation in this regard.
  • Emergency health services, trauma services should continue uninterrupted. There should be easy availability of doctors everywhere, be it village or city.
  • Adulteration is playing with the life of the common man. In view of festivals, the process of checking food items should be expedited. But there should be no attempt of harassment in the name of investigation.
  • In this joyous atmosphere of festivals, the increase in the movement of people is natural. A large number of people go to their homes. In such a situation, the number of buses on rural routes should be increased by the Transport Department. Buses in poor condition should not be allowed to run on the road at all.
  • Senior officers posted at police station, circle, district, range, zone, division level should communicate with the eminent people of the society in their respective areas. Take the help of media, so that an atmosphere of peace and harmony is maintained.
  • In view of the sensitivity of the districts sharing the border with Nepal, efforts should be made to improve intelligence here.
  • A nodal officer should be nominated in all departments for the timely and satisfactory solution of complaints and applications of the general public received through IGRS, Sampoorna Samadhan Diwas and CM Helpline or from the level of Prime Minister, Chief Minister, Ministers. It should be reviewed every day. The complainant should be talked to, their feedback should be taken compulsorily. Similarly, nodal officers should be nominated at the department level in districts as well. The resolution of the problem should be verified by conducting field visits in some cases through random method.
