Bareilly: The Uttar Pradesh government on Tuesday launched the Uttar Pradesh Outsourcing Services Corporation (UPCOS), a new initiative aimed at bringing the management of outsourced human resources under a unified digital system while strengthening transparency and safeguarding the rights and welfare of outsourced employees.
Chief Minister Yogi Adityanath launched UPCOS, its dedicated portal and website, and unveiled the corporation’s logo during a programme held at Lok Bhawan Auditorium in Lucknow. The event also included the distribution of cheques to outsourced workers.
The programme was telecast live at the IMA Hall in Bareilly, where Member of Parliament Chhatrapal Gangwar, Mayor Dr Umesh Gautam, Legislative Council member Kunwar Maharaj, BJP Aonla district president Adesh Pratap Singh, BJP Bareilly Mahanagar district president Adhir Saxena, District Magistrate Avinash Singh, Municipal Commissioner Sanjeev Kumar Maurya, Additional District Magistrate (City) Avinash Tripathi, Additional Municipal Commissioner, Assistant Labour Commissioner, Labour Enforcement Officer and beneficiaries were present.
Speaking on the occasion, MP Chhatrapal Gangwar said the state government was committed to protecting the interests of outsourced employees and ensuring a transparent system, timely payment of remuneration and workplace safety.
He said UPCOS would provide a digital and systematic framework for human resource management of outsourced personnel. The initiative would also help reduce the scope for unnecessary intermediaries and exploitation, while ensuring that workers receive their rights, dignity and a safe working environment.
Mayor Dr Umesh Gautam said the Chief Minister’s initiative had brought a sense of financial security and relief to the families of outsourced workers. He also highlighted the contribution of sanitation workers and other frontline employees who perform essential public services every day.
He said ensuring their safety, dignity and welfare was a collective responsibility and that workers engaged in ground-level civic services deserved adequate protection and respect.
District Magistrate Avinash Singh said the corporation had been established in accordance with the government order issued on September 19, 2025, with the objective of providing outsourced workers with enhanced remuneration, Employees’ Provident Fund (EPF), Employees’ State Insurance Corporation (ESIC) benefits, medical protection, training and better employment opportunities.
He said the formation of UPCOS was an important step towards creating a more transparent system for outsourced employees and ensuring that they receive their legitimate rights along with dignity and workplace security.
During the Bareilly programme, personal protective equipment (PPE) kits were also distributed among sanitation workers of the Municipal Corporation.
The event also witnessed the distribution of benefits under various welfare schemes operated by the Uttar Pradesh Building and Other Construction Workers Welfare Board. Approved certificates for benefits under the Maternity, Child and Girl Child Assistance Scheme and the Kanya Vivah Sahayata Yojana were handed over to beneficiaries.
In addition, dummy cheques were distributed to 12 beneficiaries under the Construction Workers’ Death and Disability Assistance Scheme at rates of Rs 5.25 lakh and Rs 2.25 lakh. Overall, 38 beneficiaries were provided assistance amounting to Rs 57.15 lakh.
The launch of UPCOS marks an effort by the state government to streamline outsourced workforce management through digital systems and improve transparency, social security and accountability in the sector.
