Bareilly: A divisional review meeting chaired by Bareilly Divisional Commissioner Shambhu Kumar was held at the Development Bhawan auditorium to assess the progress of various government schemes and development programmes across the division.
The meeting began with a review of flood-related arrangements. The Commissioner directed all District Magistrates to ensure timely relief and rescue operations for people affected by heavy rainfall. He said that if continuous rainfall was forecast, arrangements should be made to ensure that cattle were not left in the open. Officials reported a shortage of cattle shelters compared with the number of cattle, following which directions were issued to construct additional sheds. Officials said work was underway on the Usahait and Chandanpur embankments in Badaun, while no erosion was currently reported in Shahjahanpur, Pilibhit or Bareilly.
Reviewing the Panchayati Raj Department, the Deputy Director of Panchayats reported that 336 villages in the division had pending VDP-related work. The division has 600 digital libraries. Fifteen Panchayat Utsav Bhawans are also under construction — six in Bareilly, one in Badaun, three in Pilibhit and five in Shahjahanpur.
The Commissioner also reviewed revenue generated through leases and auctions of ponds and other water resources. Officials were directed to undertake the required action, with work also underway on three such sites in Bhojipura, Bareilly.
The Social Welfare Department’s scholarship programme was reviewed, with Badaun officials directed to improve progress.
During the Agriculture Department review, the Commissioner assessed the Farmer Registry and availability of fertilisers. Against a target of 27,660 units of chemical fertiliser, availability was reported at 57,983 units, of which 17,919 had been distributed, leaving a balance of 40,064. Officials were directed to achieve the prescribed distribution target promptly.
The Health Department review covered the Pradhan Mantri Jan Arogya Yojana, Ayushman and Golden Cards. Officials were directed to facilitate the issuance of Ayushman cards to ration card holders under the Seva Sankalp Abhiyan.
Under the Janani Suraksha Yojana, 82 per cent of beneficiaries in the division had received payments. Shahjahanpur’s performance was found to be comparatively lower, and officials were directed to improve it.
The meeting also reviewed the situation regarding communicable diseases, including malaria and dengue. Higher numbers of malaria cases were reported from Naura Hasanpur village in Majhgawan block of Bareilly and Jat block of Badaun. Officials reported that 9,815 people had been screened for dengue, with 37 testing positive. Shahjahanpur was directed to increase screening.
The Commissioner also reviewed the PM Surya Ghar scheme and directed the Cooperation Department to focus on recovery of outstanding amounts against recovery certificates (RCs).
During the review of the CM Dashboard, a ‘D’ rating was reported on one parameter each in Bareilly, Pilibhit and Badaun, while Shahjahanpur had three parameters marked ‘D’. Officials were directed to take corrective measures and improve performance.
Bareilly District Magistrate Avinash Singh, Pilibhit District Magistrate Alok Kumar, Shahjahanpur District Magistrate Dharmendra Pratap Singh, Badaun District Magistrate Avneesh Rai, Bareilly Chief Development Officer Devyani, and the Chief Development Officers of Pilibhit, Badaun and Shahjahanpur, along with other officials, attended the meeting.
